Can foreigners buy property here?+

Yes. Foreign citizens have the same rights as Albanians to buy apartments and villas, including the land they sit on. No residency permit is required to own coastal property.

What are the buying costs?+

Around 3–5% on top of the price: notary (~0.5%), registration at ASHK (~0.3–0.5%); the 15% capital-gains tax is the seller’s liability. New-build VAT is usually included in the developer price.
